Project Management Plan for Restaurant Essay A factor analytic approach revealed that there were different consumer segments based on identified attitudes in the hospitality industry, developing their hospitality selection on different attributes of hospitality services. This requires specific marketing segment and management strategies. A repeated measure some six years later demonstrated the robustness of the identified consumer attitudes. The impact of the attitudes on consumer behaviour is demonstrated and areas of research are identified in which this hospitality monitor may better inform theory development and best practice. [emailprotected] nl 76 Vera Toepoel Introduction Consumer trends come and go, affecting the extent to which individuals appreciate certain aspects of hospitality services, and over time this can have significant implications for businesses in the hospitality industry. It is important for the sector to understand what the current trends in consumer behavior are, which consumer segments exist, and how consumer ehavior will develop in the future. Verma, Plaschka, and Louvriere (2002) argue that it is imperative that businesses take into account consumer preferences when making decisions regarding product and service attributes. Understanding consumer choices is the key to successful management of hospitality services. According to attribute-value theory (Mowen and Minor, 1998), consumers base their choi ce on different attributes. Consumers may be attracted by price, by quality, by location etc. Consumers weigh up the overall value in terms of the presence and weight of each attribute. A favorable overall attitude is expected to result in repeat business. Over the last decades, several studies on market segmentation in the hospitality sector have demonstrated that consumers’ requirements of hospitality services differ between market segments. Market segmentation divides a market into distinct groups of buyers who might require different products or services. Understanding what various segments require and developing focused management strategies to fulfill these specific requirements are crucial to penetrating new markets and maintaining repeat business (Yuksel and Yuksel, 2002). The benefits of monitoring consumer attitudes seem evident. Incorporation of these attitudes into market segmentation and management is limited, however. In addition, although many segmentation studies have been performed in the hospitality sector (see John and Pine, 2002), research on stability over time is scarce. This study investigates which consumer segments exist in the hospitality sector in the Netherlands. A segmentation analysis based on consumer attitudes in the hospitality industry is used. This study demonstrates differences in personal characteristics and behavior of the identified consumer segments. The measure is repeated to demonstrate the robustness of results. In addition, the repetition of the measure demonstrates how segmentation studies can serve to monitor consumer trends over time. This research can be used to map consumer attitudes and assist hospitality organizations in designing effective market strategies to attract, satisfy, and retain consumers. Monitoring Consumer Attitudes in Hospitality Services: a Market Segmentation 77 Literature Reviews Since the 1970s a coherent theoretical structure has emerged to underpin consumer research. One of the main theories on consumer behavior believes that consumers base their choices on different attributes. These experiences may best be described by multi-attribute models (Mowen and Minor, 1998). These models identify how consumers combine their beliefs about product attributes to form attitudes. Consumers are considered to assess hotels, restaurants, cafes etc. through sets of attributes (Pizam and Ellis, 1999). Multiattribute models assume that consumers are using the standard hierarchy-ofeffects approach in which beliefs lead to attitude formation, which, in turn, leads to actual behavior. One of the most frequently used multi-attribute models is the attitude-towards-the-object model. Mowen and Minor (1998) describe this model in detail. It identifies three major factors that predict attitudes; the saliency of an attribute, the strength of the belief that a product or service has the attribute in question, and the evaluation of each of the salient attributes. Consumers weigh up the overall value in terms of the degree to which each attribute and its relevant weight is present (attribute-value theory). A favorable overall attitude is expected to result in repeat business. For a review of papers which have analyzed the attributes that are valued in the hospitality industry, see Johns and Pine (2002). The importance of the different attributes may differ per market segment. For example, one market segment may be attracted by a restaurant’s low price, another by its food quality, another by its location, and so on. Consumers assess certain attributes of the products, but the key factor is that this assessment is conditioned by the segment to which they belong. Consumers do not value attributes in the same way but in general terms. If they belong to the same segment they usually have similar attribute weighting coefficients. Hence there is a need to properly identify segments, so that managers can identify which attributes of specific services are valued by consumers in each segment. For this reason it is interesting to connect these attributes with the valuation of the different segments. The Dutch Research Institute for Recreation and Tourism (NRIT) claims in their report on trends in tourism, recreation, and leisure (2009) that due to the focus on the economic crisis focused marketing segmentation is an absolute must. Most studies on market segmentation focus on a three-step process of segmentation (who will come), targeting (what do they want), and positioning 78 Vera Toepoel (what can we offer). There are many studies dealing with consumer segmentation in the hospitality industry. For an exhaustive overview of different segmentation approaches and their pros and cons, see e. g. Bowen (1998) and Johns and Pine (2002). Traditionally, segmentation was based on demographic characteristics, later on other variables were used, e. g. geographic, psychographic, and behavioristic variables (Bowen, 1998). For example, Legoherel (1998) focuses on expenditure-levels in terms of consumers’ estimation of travel expenditures; Grazin and Olsen (1997) identify groups depending on their frequency of use with regard to fast food restaurants; Nayga and Capps (1994) relate demand for different types of restaurants to different socio-economic segments; and Binckley (1998) shows that population density has a powerful effect on demand. Victorino, Karniouchina, and Verma (2009) use segmentation based on consumers’ comfort with technology to tailor communication service to guests’ computing and connectivity needs. Oh and Jeong (1996) base their segmentation on characteristics of the organization: product, service, amenity, appearance, and convenience. Lewis (1981) finds that segments in restaurants differ in their opinions about the importance of several service attributes, while Bahn and Granzin (1985) find that nutritional concerns affected restaurant selection. As hospitality organizations provide a number of services, it seems appropriate to consider the benefits in terms of the attributes of the total service product provided (Bahn and Granzin, 1985). Much hospitality research reflects the broad theoretical structure of attribute-value theory. Thus a number of authors have studied hospitality attributes, but the authors disagree about the relative importance of the attributes (Johns and Pine, 2002). Clark and Wood (1996) attribute the differences in importance of attributes to different styles of hospitality services, e. g. types of restaurants. Differences could also come from different trends or cultures and even different types of survey questions, however. It is difficult to develop standardized questions to measure generalized attributes that are considered relevant to all hospitality services. Parasuraman, Zeithaml, and Berry (1988) made a major contribution to the service industry by developing the SERVQUAL instrument. They demonstrated that service quality depends on five dimensions: reliability, responsiveness, assurance, empathy, and tangibles. The applicability of SERVQUAL in the hospitality industry is demonstrated by several studies (e. g. Bojanic and Rosen, 1994; Lee and Hing, 1995; Stevens, Knutson, and Patton, 1995). Although SERVQUAL summarizes service attributes in a theoretically satisfying way, it takes little account of differences in consumer’s wishes regarding service quality over time. In Monitoring Consumer Attitudes in Hospitality Services: a Market Segmentation 79 addition, each study on market segmentation in the hospitality industry reveals distinct consumer groups, but it is often unknown, however, whether the segmentation holds over time or in different settings. Research on stability in market segments over time is scarce (Dolnicar, 2006). Stability is essential as every segmentation solution is different. Only if a segmentation solution can repeatedly be found, does it give a secure basis to postulate existence of segments. In her study on market-segmentation in tourism over the recent decades, including papers in academic journals from 1981 until 2005, Dolnicar reports less than 14% of all studies reporting on any form of stability in market segmentation. Stability over time is claimed to be one of the most important potential developments in hospitality segmentation. The hospitality sector is always moving and all kinds of trends and developments influence the sector locally, nationally, and internationally. Therefore, it is important to monitor what hospitality consumers want. The Dutch Tourism Knowledge Centre, the Dutch umbrella organization for the hospitality sector, acknowledges in its report on consumer behavior (2000) that consumers found that hospitality businesses did not know what their consumers wanted. In 2002, the Dutch Tourism Knowledge Centre adapted the SERVQUAL instrument of Parasuraman et al. (1988) to five consumer attitudes in the hospitality sector , in order to better keep up with consumers’ wishes. The Moment Consumer (SERVQUAL: tangibles) chooses what is convenient at a certain place and time. Physical facilities, equipment, and appearance are found to be important attributes of hospitality services. This consumer is unpredictable and consumer loyalty is low. This consumer feels more and more the need for efficiency. Price is not an object of concern. Moment Consumers are sensitive for trends and tire of concepts relatively quickly. The Conscious Consumer (SERVQUAL: reliability) appreciates the ability to perform the promised service dependably and accurately. The Conscious Consumer emphasizes nutrition, origins of products and security. Conscious consumers are concerned about the negative consequences of their behavior for the environment and their health. For the Assured Consumer (SERVQUAL: assurance), health and a good and safe environment are important. Under the influence of food scandals the emphasis is on natural and biological products. Consumers are driven to find alternatives if there are indications of potential risks. Information on the whereabouts of a product, the methods used for preparation, and â€Å"pure† products, are important attributes for this consumer. Violence and aggression have to be tackled by the hospitality business openly. The Healthy Consumer (SERVQUAL: responsiveness) values 80 Vera Toepoel â€Å"healthy† food. Colour, taste, form, structure, odor, and appearance are important attributes for a healthy lifestyle. The origins printed on products are also criteria for purchase. The Healthy Consumer buys at responsive businesses. The Experience Consumer (SERVQUAL: empathy) wants more than food or accommodation. Eating, drinking, and sleeping have to be experiences, where the consumer is able to participate in the business process and above all is surprised by the experience. The Experience Consumer wants individual attention and empathy from hospitality businesses. All of the identified groups value different attributes in the hospitality sector. Attitudes towards different attributes are found be related to demographics. Lea and Worsley (2005) find a significant effect of sex on hospitality beliefs. Bittencourt, Teratanavat, and Chern (2007) discuss household income, family size and composition, residential location, and age as important influencing factors on food and hospitality consumption. For example, age effects are associated with changes in nutritional requirements, tastes, and preferences due to aging and life cycle (Mori et al. , 2000). Cook (1994) discusses that spending on dairy products generally decreases with age, while spending on vegetables and fruits are higher in older age groups. Nayga and Capps (1993) give an overview of studies on food away from home and the socio-demographic factors considered. They find gender, urbanization, household composition, age, education, and income as most important factors influencing consumer behavior. Demographic factors can be used to predict differences in attitudes because the structure of demographic characteristics follows a specific pattern (Bittencourt et al. , 2007). It is important to take into account demographic characteristics to see how they influence consumers’ attitudes towards certain attributes. National policies can also influence consumer behavior and attitudes. At the time of this research, smoking policies were a hot topic in the hospitality sector. Although many businesses feared for their turnovers and some faced major losses due to the introduction of a smoking ban (Frumkin, 2004), other businesses did not notice any differences in consumer behavior before and after the introduction of the prohibition (Kramer, 1995), or even saw a business opportunity in it (Pratten, 2003). It is interesting to see how policy measures such as a smoking ban can have different effects on consumer segments. When hospitality businesses monitor which consumer segments they attract, it becomes more feasible to understand and react to national policies. In the remainder of this paper the five consumer attitudes are presented in a research instrument based on consumer segmentation, the Hospitality Monitor, together Monitoring Consumer Attitudes in Hospitality Services: a Market Segmentation 81 ith information attesting the reliability and validity of the scale and evidence that the construct is meaningful in analyzing consumer behavior. Methodology Design and implementation A research instrument was developed to distinguish different consumer segments in the hospitality industry based on the five consumer attitudes identified by the Dutch Tourism Knowledge Centre (2002). Since the boundaries between different attitudes are often blurred, the consumer attitudes were classified i nto the five main consumer service attributes of the SERVQUAL instrument (Parasuraman et al. 1988). These attitudes are clear and can be manipulated. The attitudes are useful for all sectors in the hospitality industry, from drinking, eating, to accommodation. About ten items per attitude were constructed to differentiate between attitudes. The research instrument consisted of 50 items measured on a five-point Likert scale. Items are presented in Appendix A. The score on each attitude indicates the respondent’s attitude towards the topic. Questions on gender, urbanization, household composition, age, education, income, and the smoking ban were also taken into account. Longitudinal measurements reveal the augmentation or weakening of certain attitudes. To demonstrate, the exact same measure was repeated some six years later. The questionnaires were fielded in the CentERpanel, an online household panel consisting of more than 2,000 households administered by CentERdata. The panel aims to be representative of the Dutch-speaking population in the Netherlands, including those without Internet access. The CentERpanel is based on a household probability sample selected by Statistics Netherlands, the national statistical agency. Households with no Internet access when recruited were provided with a so-called Net. Box, enabling a connection via a telephone line and a television set. If the household did not have a television, CentERdata provided that, too (see Appendix B for details about the panel). Data collection for Wave 1 took place in August 2003; 1644 panel members were selected and 1410 responded (response percentage 85. 7%). Data collection for Wave 2 took place in March 2009; 2446 panel members were selected and 1677 responded (response percentage 68. 6%). Benedict Arnold The name Benedict Arnold has become a synonym for a traitor to one's country. In the first years of the American Revolution, however, Arnold was a brilliant and dashing general, highly respected for his service to the patriot cause (see Revolution, American). Benedict Arnold was born on Jan. 14, 1741, in Norwich, Conn. His father, Benedict, was a well-to-do landowner. His mother was Hannah King Waterman Arnold. Elena hung up the phone. She and Bonnie had discussed everything that was going on, from the mysterious appearance of Celia's and Meredith's names to Margaret's upcoming dance recital. But she hadn't been able to bring up what she had real y cal ed to talk about. She sighed. After a moment, she felt under her mattress and pul ed out her velvet-covered journal. Dear Diary, This afternoon, I talked with Caleb Smallwood on the front lawn of my house. I barely know him, yet I feel this visceral connection with him. I love Bonnie and Meredith more than life itself, but they have no idea what it's like to lose your parents, and that puts a space between us. I see myself in Caleb. He's so handsome and seems so carefree. I'm sure most people think his life is perfect. I know what it's like to pretend to have it together, even when you're coming apart. It can be the loneliest thing in the world. I hope he has a Bonnie or a Meredith of his own, a friend he can lean on. The strangest thing happened while we were talking. A crow flew straight at us. It was a big crow, one of the biggest I've ever seen, with iridescent black feathers that shone in the sun and a huge hooked beak and claws. It might have been the same one that appeared on my windowsill yesterday morning, but I wasn't sure. Who can tell crows apart? And, of course, both the crows reminded me of Damon, who watched me as a crow before we even met. What's strange – ridiculous, really – is this dawning feeling of hope I have deep inside me. What if, I keep thinking, what if somehow Damon's not dead after all? And then the hope collapses, because he is dead, and I need to face that. If I want to stay strong I can't lie to myself. I can't make up pretty fairy tales where the noble vampire doesn't die, where the rules get changed because it's someone I care about. But that hope comes sneaking up on me again: What if? It would be too cruel to say anything about the crow to Stefan. His grief has changed him. Sometimes, when he's quiet, I catch a strange look in his leaf green eyes, like there's someone I don't know in there. And I know he's thinking of Damon, thoughts that take him somewhere I can't follow anymore. I thought I could tell Bonnie about the crow. She cared about Damon, and she wouldn't laugh at me for wondering whether there were some way he might still, in some form, be alive. Not after she suggested the very same thing earlier today. At the last minute, though, I couldn't talk to her about it. I know why, and it's a lousy, selfish, stupid reason: I'm jealous of Bonnie. Because Damon saved her life. Awful, right? Here's the thing: For a long time, out of millions, there was one human Damon cared about. Only one. And that one person was me. Everyone else could go to hell as far as he was concerned. He could barely remember my friends' names. But something changed between Damon and Bonnie, maybe when they were alone in the Dark Dimension together, maybe earlier. She's always had a little crush on him, when he wasn't being cruel, but then he started to take notice of his little redbird. He watched her. He was tender with her. And when she was in danger, he moved to save her without a second thought as to what it might cost him. So I'm jealous. Because Damon saved Bonnie's life. I'm a terrible person. But, because I am so terrible, I don't want to share any more of Damon with Bonnie, not even my thoughts about the crow. I want to keep part of him just for me. Elena reread what she had written, her lips pressed tightly together. She wasn't proud of her feelings, but she couldn't deny they existed. She leaned back on her pil ow. It had been a long, exhausting day, and now it was one o'clock in the morning. She'd said good night to Aunt Judith and Robert a couple of hours ago, but she didn't seem to be able to make it into bed. She'd just puttered around after changing into her nightdress: brushing her hair, rearranging some of her possessions, flipping through a magazine, looking with satisfaction at the fashionable wardrobe she hadn't had access to in months. Cal ing Bonnie. Bonnie had sounded odd. Distracted, maybe. Or perhaps just tired. It was late, after al . Elena was tired, too, but she didn't want to go to sleep. She final y admitted it to herself: She was a little afraid to go to sleep. Damon had been so real in her dream the other night. His body had felt firm and solid as she held him; his silky black hair had been soft against her cheek. His smooth voice had sounded sarcastic, seductive, and commanding by turns, just like the living Damon's. When she had remembered, with a sickening horror, that he was gone, it had been as if he had died al over again. But she couldn't stay awake forever. She was so tired. Elena switched off the light and closed her eyes. She was sitting on the creaky old bleachers in the school gym. The air smel ed of sweaty athletic shoes and the polish they used on the wooden floor. â€Å"This is where we met,† said Damon, who she now realized was sitting beside her, so close the sleeve of his leather jacket brushed her arm. â€Å"Romantic,† Elena replied, raising one eyebrow and looking around the big empty room, the basketbal hoops hanging at each end. â€Å"I try,† Damon said, a tinge of a laugh coloring his dry voice. â€Å"But you chose where we are. It's your dream.† â€Å"Is it a dream?† Elena asked suddenly, turning to study his face. â€Å"It doesn't feel like one.† â€Å"Wel ,† he said, â€Å"let me put it this way. We're not actual y here.† His face was serious and intent as he gazed back at her, but then he flashed one of his sudden, bril iant smiles and his eyes slid away. â€Å"I'm glad we didn't have gymnasiums like this when I did my studies,† he said casual y, stretching out his legs in front of him. â€Å"It seems so undignified, with the shorts and the rubber bal s.† â€Å"Stefan said that you played sports then, though,† Elena said, distracted despite herself. Damon frowned at Stefan's name. â€Å"Never mind,† she said hastily. â€Å"We might not have much time. Please, Damon, please, you said you're not here, but are you anywhere? Are you al right? Even if you're dead†¦ I mean real y dead, dead for good, are you somewhere?† He looked at her sharply. His mouth twisted a little as he said, â€Å"Does it matter that much to you, princess?† â€Å"Of course it does,† Elena said, shocked. Her eyes were fil ing with tears. His tone was light, but his eyes, so black she couldn't tel where the iris ended and the pupil began, were watchful. â€Å"Everyone else – al your friends – this town – they're al okay, though, aren't they? You have your world back. There are such things as col ateral damages you have to expect if you're going to get what you want.† Elena could tel from Damon's expression that what she said next would matter dreadful y. And, in her heart of hearts, hadn't she admitted to herself the other day that, as much as she loved Damon, things were better now, that everything could be good again with the town saved and her returned to her old life? And that she wanted it that way, even if it meant Damon was dead? That Damon was what he said: collateral damage? â€Å"Oh, Damon,† she said at last, helplessly. â€Å"I just miss you so much.† Damon's face softened and he reached for her. â€Å"Elena – â€Å" â€Å"Yes?† Elena murmured. â€Å"Elena?† A hand was gently shaking her. â€Å"Elena?† Someone stroked her hair, and Elena nuzzled sleepily into the touch. â€Å"Damon?† she said, stil half dreaming. The hand paused in its stroking and then withdrew. She opened her eyes. â€Å"Just me, I'm afraid,† said Stefan. Stefan,† she said, feeling like she might cry, â€Å"you're my true love, you know that.† If only she could reach out and show him with her mind, make him understand what she felt for him. She'd never ful y explored her other Powers, never ful y claimed them, but losing their telepathic connection felt like it might kil her. Stefan's expression softened. â€Å"Oh, Elena,† he said slowly, and wrapped his arms around her. â€Å"I miss Damon, too.† He buried his face in her hair and his next words were muffled. â€Å"I've spent hundreds of years fighting with my only brother, with us hating each other. We killed each other when we were human, and I don't think either of us ever got over the guilt and the shock, the horror of that moment.† She felt a long shudder go through his body. He sighed, a soft, sad sound. â€Å"And when we final y started to find our way back to being brothers again, it was al because of you.† His forehead stil resting on her shoulder, Stefan took Elena's hand and held it between both of his, turning it over and stroking it as he thought. â€Å"He died so suddenly. I guess I never expected†¦ I never expected Damon to die before I did. He was always the strong one, the one who truly loved life. I feel†¦Ã¢â‚¬  He smiled a little, just a sad twist of his lips. â€Å"I feel†¦ surprisingly lonely without him.† Elena entwined her fingers with Stefan's and held his hand tightly. He turned his face toward hers, meeting her eyes, and she pul ed back a little so she could see him more clearly. There was pain in his eyes, and grief, but there was also a hardness she had never seen there before. She kissed him, trying to erase that hard edge. He resisted her for half a second, and then he kissed her back. â€Å"Oh, Elena,† he said thickly, and kissed her again. As the kiss deepened, Elena felt a sweet, satisfying sense of rightness sweep through her. It was always like this: If she felt distanced from Stefan, the touch of their lips could unite them. She felt a wave of love and wonder from him, and held on to it, feeding the emotion back to him, the tenderness between them growing. With her Powers gone, she needed this more than ever. She reached out with her mind and emotions, past the tenderness, past the rock-solid love that was always waiting for her in Stefan's kiss, and delved deeper into his mind. But before he could accept her offer, there was a sudden knock on the door. Almost immediately it opened and Aunt Judith peeked in. Elena, blinking, found herself alone, her palms stinging from the speed with which Stefan had pul ed away from her. She looked around hastily, but he'd vanished. â€Å"Breakfast is on the table, Elena,† Aunt Judith said cheerful y. â€Å"Uh-huh,† Elena said, distracted, peering at the closet, wondering where Stefan had hidden himself. â€Å"Are you al right, dear?† her aunt said, her forehead creased with concern. Elena had a sudden picture of how she must look: wide-eyed, flushed, and disheveled, sitting in her rumpled bed and looking wildly around the room. It had been a long time since Stefan had needed to use his vampiric speed for anything as mundane as not getting caught in her bedroom! Many did not believe that the common people capable of making the best choice for such an important office in the newly formed government. The Brearley Committee was formed to resolve how the President would be elected. The Brearley Committee proposed that an Electoral College be formed to vote for the President. To balance the interests of large and small states, the Electoral college would give one electoral vote to each state for the for each of the members that state has in Congress. A simple majority would decide the victor. The original proposal provided that the Senate, in which state representation was equal would select the President from the top five candidates should the Electoral College not reach a majority. When objections that the addition of this power to the Senate made it resemble the aristocracy of Great Britain that America had revolted against, it was decided that the final vote would be made by the House. While the Constitution establishes the Electoral College the states are free to determine the manner in which electors are appointed. There are currently 538 electors in the Electoral College, one for each member of the House of Representatives and the Senate, as well as three who are designated for the District of Columbia. The three additional votes for the District of Columbia were added in 1961 with ratification of the 23rd Amendment. Despite its name, the electoral college is not a place. Instead, it is a method that the founding fathers created as a compromise between those who believed that the president should be elected by Congress and those who believed the president should be elected by a popular vote. Many people tend to forget that the Electoral College was created to ensure fairness and is written into the constitution, often misunderstanding what it can and cannot do. To put things into perspective: a voter in Wyoming has over three times as much power in the Electoral College as a voter in California. For every 134,783 people they get one electoral college vote, while in California 1 vote represents 410,647 people. California has 55 total votes in the the college but in a winner takes all system if 22 electoral college goes to Republican and the rest to Democrat, the staters electoral votes are all Democrat. However, the Electoral College did not always work fairly or in the way it was meant to. For most of the course of American history the Electoral College has reflected the views of the populous and the Electoral College results have matched the popular vote. There have been seven instances when the Electoral College either did not produce a majority winner, did not agree with the popular vote, or produced an otherwise disputed result. In the election of 1796 electors voted for two candidates without differentiating between the office of President and Vice-President. The candidate who received the majority of electoral votes became the President and the candidate with the next highest number of votes became Vice-President. This election resulted in John Adams becoming President and Thomas Jefferson who ran against him becoming Vice-President. Problems began to arise in elections, most notably in the elections of 1796 and 1800. The election of 1800 Adams and Jefferson faced off again. This time Jefferson and his running mate Aaron Burr received the same number of electoral votes and the decision was pass to the House of Representatives where Jefferson won ten states becoming President. The elections of 1800 of 1804 led to the ratification of the 12th Amendment in 1804 which called for the electors to cast two votes distinguishing between votes for President and Vice-President and gave constitutionality to the proces s by which the offices of both with be decided in the event an electoral majority was not achieved thereby solving the complications of the prior two elections. There have been other attempts to change the system, but the closest Congress has come to trying to amend the Electoral College after 1804 have failed to pass the Senate. The most notable attempt was made in 1969, which proposed the direct election of a President and Vice President, requiring a run off when neither candidate received more than 40% of the vote. This proposed resolution made it past the House of Representatives, but sadly failed to pass the Senate. The election of 1824 presented a new problem, John Quincy Adams received fewer electoral votes and fewer popular election votes than opposition candidate Andrew Jackson. Since neither received the necessary majority for an Electoral College win the decision was again referred to the House. As stipulated by the 12th amendment the House now had to choose from among the top three candidates, Adams, Jackson and Crawford. The House elected John Quincy Adams President. The election of 1836 resulted in the Vice-Presidential candidate Richard Johnson missing the majority of electoral votes by one. Per the 12th Amendment the election was referred to the Senate where Johnson was elected. Today, if in the event that the Electoral Colleges is in deadlock or if no candidate receives majority votes, a contingent election will be held. In this case, the election of the president goes to the House of Representatives. Each state casts one vote for one of the top candidates to elect the winner. Only two presidential elections have been decided in the house; once in 1800, and again in 1824. In the election of 1876 twenty electoral votes from four states were disputed by Congress and referred to a bipartisan Electoral Commission for resolution of the election. Though Samuel Tilden missed the electoral majority by one vote and won the popular election the commission awarded all twenty disputed votes to Rutherford B. Hayes and he was declared winner by 185-184 electoral votes. While some may know a bit of how the electoral college votes, there is little known about who these so-called electors are or how they are chosen. Article II, section 1, clause 2 states that electors canno t be a Senator of representative or anyone holding an Office of Trust or Profit under the United States may become an elector. The selection of these electors is a two-part process. The first part of the process is controlled by political parties in each state. The parties nominate electors at state party conventions or they are chosen by a vote through the central committee. This results in the presidential candidate having a different set of electors in every election. The second part of the process happens on election day, when votes are cast for the next presidential candidate. When people vote, they are actually voting to select their staters electors. In 24 states the Electoral College can vote for whoever they want to. There is no Constitutional provision or Federal law that requires Electors to vote according to the results of the popular vote in their states. Some states, however, require Electors to cast their votes according to the popular vote. Usually, the electors stay true to their party values in voting for a candidate, but they are not required to. Electors who have pledged to vote for a candidate but end up not are called faithless electors, but more than 99% of electors vote as they have pledged. In the past presidential election of 2016, the question of how the Electoral College actually worked came into question. Before this election, it seemed that paid no attention to how the president was elected, they assumed that whichever candidate received the most votes automatically won. This, however, is not the case. When Hillary Clinton won the popular vote but lost the Electoral vote, the nation was baffled. How did that seem fair at all? Claims being made such as Russia hacking the election may or may not be plausible explanations for this, but this is not the first time in history a candidate has won the popular vote and lost the Electoral vote. In 1824, Andrew Jackson won the popular vote and lost the Electoral vote, as did Samuel Tilden in 1876, Grover Cleveland in 1888, and Al Gore in 2000. Instances like these plant the s eed of doubt in the minds of the American people. How can the US still be considered a legitimate democracy if the votes casted do not truly equate to voting for a candidate, but voting for an elector to choose a particular candidate? Attempts to change the Electoral College system have not been successful, but who knows what the future of voting holds in store for the United States?
